From what we've seen from them Kisame is outclassed.His close combat whilst dangerous, isn't that skilled(so far anyway). We've seen Asuma dodge around his sword and land a blow and we've seen Gai disarm him with relative ease.Killer Bee is very fast and his style ridiculously unpredictable, Kisame will be overwhelmed if he goes into close combat. Especially if Killer Bee begins augmenting the power of his swords with Raiton chakra which there's no evidence that Kisame's sword can absorb.If Kisame sticks at range and uses his one offensive Suiton to attack Bee, I see it being dodged rather easily or Bee retaliating by going Rari Otto on Kisame's ass. Whether or not Samehada can suck up a whole Chakra Shroud at once is debatable, especially with the speed Killer Bee has shown in that form.Even if the chakra shroud is sucked up, Killer Bee could still best Kisame in base mode or just go full Bijuu Chakra Cannon and gain an easy victory.

Concerning Suigetsu, he is weak against Lightning based attacks, as it is stated here: Chapter 412, Page 2I'm not sure if he is 'pure water' or not, but simply because he is or was at one point a human, he is probably not completely 'water.' However, in the same respect, I do see him having limitations to his form, as we saw against Killer Bee's Bijuu Blast.Also, I don't think Killer Bee would have a problem electrocuting Kisame, judging by his stamina, he could probably use the current for further extended period of time.

Since Suigetsu is a swordsman yet he can't really do anything vs a guy who can cut right through his sword. From What we Have Seen Killer Bee Can Honestly Take this in Base Form.Killer Bee is Durable enough to tank Kisame's Suitons even in Base.

He is strong enough to parry Kisame's Attacks and at the very least even with Kisame at least from what we have seen. He is faster then Kisame and his Akward Taijutsu would through of Kisame's Pace and give bee a huge advantage even in base.Killer Bee's Raiton would be able to be used through Kisame's Water and would prove pretty dam effective against it.

From What we have seen i just see Bee over whelming Kisame in base with his pin wheel sword style and ending it there.However its likely that Kisame's Chakra Eating Ability will end up extremely haxed and he will have other High Rank Suitons that will make this a much closer battle when it actually happens. But it would still take a retecon on Kishi's part or Kisame to be lying to Itachi half the time since Kisame admitted his was inferior to the Sannin and admitted he was inferior to Jiriaya/Itachi. Or it would need to be explained that he increased his abilities since his first appearance in Part 1.If Kisame is able to beat Bee then he would have to be stronger at least Orochimaru-Tsunade and he would likely have to be at least as strong as Itachi/Jiriaya. Other wise going from Kisame's Statements he should be raped by Bee who i personally consider Far Stronger then Tsunade, Stronger then Orochimaru, and an equal to Jiriaya/Itachi.

If Bee begins in Bijuu Mode, then he will not give Kisame the luxury of absorbing copious amounts of chakra from him thereby weakening Bee and empowering Kisame as a result, so Bee is literally stronger while Kisame is significantly weaker. Without the Hachibi's chakra, he cannot defend himself. With it, he barely quelled the flames of Gai's Morning Peacock which are average flames, much weaker than conventional Katon since it is not reinforced by chakra, so there is not much that can be done once Bee launches a spree of Bijuudama which exceed Morning Peacock in power which further exceeds Kisame's normal power.
